The Senior Executive Service was established by Congress as an elite corps of civilian managers and administrators responsible for leading the operations of the federal government. Within the Department of the Navy, senior executives serve as the civilian counterparts of flag officers — admirals — holding key leadership positions across Navy and Marine Corps organizations. Of the more than 220,000 civilians who serve in the Department of the Navy, approximately 300 hold SES positions, making them among the most senior and influential civilian leaders in the defense enterprise.
