The Jolly Roger flag instilled fear in merchant ships, and most would surrender when the formidable banner was raised. However, if a ship refused to surrender peacefully, battle ensued. The Jolly Roger was lowered and replaced with the all-black Jolly Roger Flag, signaling that the pirates would give no quarter, or show no mercy, to the enemy.
