Though today we know The Vatican as a small city state within the city of Rome, it was not always so. The pope, in addition to being the ultimate spiritual authority of the Catholic Church, also wielded worldly power. He ruled over the Papal States, which extended across central Italy in the middle ages. With the unification of Italy in the 1800s, the Pope lost all of his authority as a head of state, until the Vatican was granted independence from Italy in 1929.
The Papal flag consists of two vertical bands (one of gold and one of white) with the crossed keys of Saint Peter, and the Papal Tiara centered in the white band. The crossed keys, one gold and one silver, are meant to represent the keys to Heaven given to St. Peter. The gold key represents spiritual power, and the silver key represents temporal power, symbolizing the authority of the Pope in both realms. The Papal flag was adopted as the official flag of Vatican City with the signing of the Lateran Treaty in 1929, which granted the Vatican independence from the state of Italy. The flag is modeled on the earlier Papal flag of the Papal States during the Middle Ages.
