The initial obstacle he had to overcome was attaining the position of flag-maker.<\/span><\/p>\n<p>&nbsp;<\/p>\n<p><span style=\"font-family: 'Times New Roman', serif;\"><!--more-->When Black regiments were first being formed in 1863, he was blocked from the task. According to <a href=\"http:\/\/www.ExplorePAhistory.com\">www.ExplorePAhistory.com<\/a>, he \u201cpersuaded John Forney, a powerful Republican Philadelphia politician and newspaper owner, to argue that Bowser \u2018certainly professes very remarkable talent. He has been active in the cause and is himself a colored man, and it seems to me there would be peculiar hardship in taking away this little job from him.\u2019\u201d<\/span><\/p>\n<figure class=\"figure alignleft\"><a href=\"https:\/\/www.gettysburgflag.com\/blog\/wp-content\/uploads\/2014\/04\/3rd-US-Colored-Troops-banner.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"size-medium wp-image-1063\" alt=\"3rd U.S. Colored Troops Banner\" src=\"https:\/\/www.gettysburgflag.com\/blog\/wp-content\/uploads\/2014\/04\/3rd-US-Colored-Troops-banner-298x300.jpg\" width=\"298\" height=\"300\" srcset=\"https:\/\/www.gettysburgflag.com\/blog\/wp-content\/uploads\/2014\/04\/3rd-US-Colored-Troops-banner-298x300.jpg 298w, https:\/\/www.gettysburgflag.com\/blog\/wp-content\/uploads\/2014\/04\/3rd-US-Colored-Troops-banner-150x150.jpg 150w, https:\/\/www.gettysburgflag.com\/blog\/wp-content\/uploads\/2014\/04\/3rd-US-Colored-Troops-banner.jpg 497w\" sizes=\"auto, (max-width: 298px) 100vw, 298px\" \/><\/a><figcaption>3rd U.S. Colored Troops Banner<\/figcaption><\/figure>\n<p><span style=\"font-family: 'Times New Roman', serif;\">The plea worked, and Bowser, whose cousin was abolitionist Frederick Douglass, won the assignment to create banners for soldiers to follow as they marched off to battle. The artist also did portraits of John Brown and Abraham Lincoln. One of his two paintings of the president was lost until it was re-discovered in a barn in the 1980s.<\/span><\/p>\n<p><span style=\"font-family: 'Times New Roman', serif;\">The flag-maker was a strong activist involved in securing rights for African-Americans, who were demonstrating their loyalty to America by their participation in the war. For instance, addressing a gathering, according to a newspaper story, he \u201cgave a detailed account of the praiseworthy conduct and unswerving loyalty of the colored people throughout the present unhappy war. He also said that now is the time for the colored people to be up and doing\u201d while they had a chance to make an impression.<\/span><\/p>\n<figure class=\"figure alignleft\"><a href=\"https:\/\/www.gettysburgflag.com\/blog\/wp-content\/uploads\/2014\/04\/22nd-US-Colored-Troops-banner.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"size-medium wp-image-1062\" alt=\"22nd U.S. Colored Troops Banner\" src=\"https:\/\/www.gettysburgflag.com\/blog\/wp-content\/uploads\/2014\/04\/22nd-US-Colored-Troops-banner-258x300.jpg\" width=\"258\" height=\"300\" srcset=\"https:\/\/www.gettysburgflag.com\/blog\/wp-content\/uploads\/2014\/04\/22nd-US-Colored-Troops-banner-258x300.jpg 258w, https:\/\/www.gettysburgflag.com\/blog\/wp-content\/uploads\/2014\/04\/22nd-US-Colored-Troops-banner.jpg 430w\" sizes=\"auto, (max-width: 258px) 100vw, 258px\" \/><\/a><figcaption>22nd U.S. Colored Troops Banner<\/figcaption><\/figure>\n<p><span style=\"font-family: 'Times New Roman', serif;\">On one of his regimental colors, showing a Black soldier standing over a fallen Southerner, Bowser painted the phrase \u201cSic semper tyrannis,\u201d the motto of Virginia. Ironically, the exclamation (\u201cThus always to tyrants\u201d), which was meant in this instance to inspire Black troops, would later be shouted by John Wilkes Booth when he assassinated Lincoln.<\/span><\/p>\n<p><span style=\"font-family: 'Times New Roman', serif;\">After the War Between the States ended, Bowser knew that civil rights were not yet firmly attained, and he remained active as a public promoter of rights for Black Americans.
